Francis Fredrick is telling the story of the night, and the bullet, that changed his life. “I was visiting my girlfriend, Maria, in south Philly,” he says. “I was in the car, driving late at night, and somebody started shooting.” Fredrick says he never saw the shooter. The bullet penetrated his spine, leaving his legs and much of his arms lifeless. “I was thinking, ‘Why was God punishing me? What did I do to deserve this?’ ” Frederick speaks softly. There were no witnesses, no arrests. His gaze is fixed at the pavement. His waist is belted to the seat of a motorized wheelchair.
